Cllr K Hughes was nominated as Chair of this meeting due to the Chair and Vice
Chair being unavailable. Proposed by Cllr D Aston and seconded by Cllr K
Rowlands.

54 Declarations of Interest
Cllr K Rowlands declared a personal interest in relation to item 55, PreApplication Consultation as she is a Member of Bridgend County Borough
Council.
Mrs R Keepins declared a personal interest in relation to item 56, Proposed
Residential Woman’s Centre as she was a local resident to one of the
proposed sites in Porthcawl.
55 Pre-Application Consultation
Members discussed the proposed development at land off Waunscil Avenue,
Brackla, to erect 70 dwellings, community route and associated play area and
public open space. Discussions included sharing knowledge on previous
applications and the issues that had previously been raised in the area such
as high levels of methane gas. Members agreed that some of the main
reasons that this site had been objected to in the past, appear to still be an
issue and have not been addressed.
Members suggested that this could be an area to consider under the ‘Brackla
Environment – Green Space’ project to see of it could be protected for the
future and prevent further applications for development being made. Members
also raised the point that fly tipping had been a problem in the area for some
time however a Company had been removing it recently.
Members reported that there had been mixed views from residents of the
surrounding area regarding the proposal, ranging from those who were not
troubled by it to those who had strong concerns regarding the impact this
would have on the area and their own properties. Members also raised the
point that the proposal had made no reference or commitment to any
affordable homes.
Resolved:
It was agreed that the Council agreed would write a letter to the agents to
submit their initial views as part of the pre-application consultation exercise.
The letter would include the Council’s concerns regarding
• The negative impact on the local environment and habitat in that it would
result in the removal of a significant area of green space in Brackla;
• The potential negative affect of increased traffic and car pollution as a
result of the development, which again would be harmful to the
environment as well as local residents;
• This risk of pollution is further increased by the proposed disturbance of an
area where there are significant levels of methane gas reported.
• The affect that this number of dwellings would have on local facilities which
are already oversubscribed.
This was proposed by Cllr K Hughes and seconded by Cllr J Chohan.
It was also proposed that the Community Council could work with other local
Councils and Councillors within the area if needed in the consideration of this
development.
56 Proposed Residential Women’s Centre
The Clerk confirmed that the Local Authority had announced that the proposal
was going to be delayed until after the Elections in May and therefore had not
been put forward for Planning consultation at present. It was clarified that five
locations in total were being considered, two of which were located in
Bridgend.
Resolved:
It was agreed to defer this item until further details have been received
following the elections, proposed by Cllr K Hughes and seconded by Cllr K
Rowlands.
