Cllr I Hibble declared a personal interest throughout, as he is a Civil Servant
working for Welsh Government
59 Brackla Community Centre Re-opening
The Clerk provided an update to Members regarding the current situation on
government announcements relating to the re-opening of the Community
Centre. The date had been moved forward to the 3rd May instead of the 17th
however as yet there had still not been any regulations or guidance published
regarding who the Centre could re-open to and under what restrictions. The
Clerk had contacted Officers in the Local Authority regarding this and they had
advised that until anything was published it would be wise to follow what was
in place prior to the latest lockdown where only ‘organised activities’ were
permitted, using the same definition and restrictions that were in place before
whereby:
An activity is “organised” if—(a) it is organised by—
(i) a business,
(ii) a public body or a charitable, benevolent, educational or
philanthropic institution,
(iii) a club or political organisation, or
(iv) the national governing body of a sport or other activity, and
(b) the person organising it has—
(i) carried out a risk assessment which would satisfy the requirements
of regulation 3 of the Management of Health and Safety at Work
Regulations 1999, whether or not the person is subject to those
Regulations, and
(ii) complied with the requirements of regulations 21(2) and 24(1).
Members asked about the upcoming elections to which the Clerk reported she
was in contact with Bridgend County Borough Council Election officers to
ensure that the Hire contract was signed and all procedures agreed to. The
Clerk reported that she had organised cleaning with the Caretakers and
Cleaner to be undertaken throughout the day to ensure all touch surfaces and
toilets were cleaned regularly.
Resolved:
It was unanimously agreed that the Council would re-open the Community
Centre from the 10th May 2021 using the same restrictions and procedures
that were in place prior to the latest lockdown and adhering to the maximum
number of 15 people for indoor organised activities. Once the regulations and
guidance are published by Welsh Government, the Community Centre
processes and procedures can be amended accordingly if necessary.
60 Pebble Pathway Bench
The Clerk provided an update to Members regarding the quotes she had
sought for various types of benches for the pebble pathway. As the
Community Council had asked for a possible alternative to a steel bench, a
recycled plastic one had been explored, which could be provided in rainbow
colours. This design had been sent to Seren who had liked the proposed
bench and colours.
Members discussed the options presented to them and it was proposed that
two benches could be purchased and possibly put either end of the pathway.
It was pointed out however that there was a bin close to the one side which
might not leave enough room for a bench. Members agreed that the pebble
pathway was really becoming a nice feature with fencing being placed behind
it and a colourful bench would look good next to it.
Resolved:
It was agreed to purchase one Kedel 4 seater, Colne Rainbow bench at a cost
of £520.13 plus approximately £40.00 for a plaque. It was agreed that this
bench was larger and looked more attractive and durable. It was proposed
that the quality of this bench be judged and maybe another one could be
considered later in the year for a different location. Funding would be taken
from General Reserves for this purchase. This was proposed by Cllr K
Hughes and seconded by Cllr I Hibble.
